After the upper bank side recognizes the lower bank, there is no ACK within t6ms after transmission of a data frame to the lower bank, and a timeout error occurs for 3 times consecutively even if retransmission is performed (Bank/LCIT transmits "between bank 1 - bank 2: communication error" to the main machine.)
