The above measures were initially applied at the Center for Continuing Education - Hanoi

- Enterprises Chi Linh, Hai Duong and obtained good results. At the same time, the author has conducted a test and consulted on the necessity and feasibility from a team of managers and experts in Hai Duong province. The results obtained all evaluate the proposed measures to be necessary and highly feasible.

2. Recommendations

2.1. For the Ministry of Education and Training

- To soon develop training programs for TVN staff, put these programs into training in colleges and universities. Supplementing the quantity, ensuring the quality and efficiency of TVET activities in the Centers of Continuing Education - Hanoi - Enterprises. Build high-quality vocational models according to international standards.

- Review and conduct regular training and retraining for teachers, for teachers to learn about foreign language teaching in order to improve their qualifications and modern teaching methods.

2.2. For Hai Duong Provincial People's Committee

- To increase investment funds for vocational training, to increase the percentage of teachers working as TVETs at the Centers of Continuing Education - Hanoi - Enterprises.

- Develop a remuneration policy to attract qualified teachers to teach at the Centers of Continuing Education - Hanoi - Enterprise.

- Innovating the recruitment work, building appropriate recruitment standards to both motivate, encourage and attract students who are good at work.

2.3. For Hai Duong Provincial Department of Education and Training

- Advising the People's Committees of provinces and cities to guide educational institutions in linking and coordinating in the implementation of TVET work.

- Advise and propose to the People's Committees of provinces and cities on investment and upgrading of CSVC equipment, proposals for training and retraining to improve vocational development

continuous and regular career for teachers, especially teachers who work as teachers at the Centers of Continuing Education - Hanoi - Enterprises.

- Building a team of qualified managers, building education development planning from grassroots to province. Strengthen teacher training to update the knowledge and skills of Vietnamese teachers for teachers and management staff at educational institutions.

- Strengthening the inspection, examination and evaluation of the activities of teachers in the implementation of the teaching and learning activities, organizing exchange and learning between centers inside and outside the province on measures to manage the activities of Vietnamese teachers.

2.4. For leaders of the Center for Continuing Education - Hanoi - DN

- Constantly learning to improve their management skills, capacity and professional skills.

- Between the Center for Continuing Education - Hanoi - Enterprise and the Department of Education and Training, there must be a close coordination mechanism in directing operations. Keep a close relationship with Vocational and Enterprise training institutions because these are the most vivid illustrations of professional activities that help students come into direct contact with production workers, observe professional activities, with technology, production process; step by step approach to local socio-economic tasks. This will improve the quality of TVN.

- Absorb and learn carefully to be able to apply the measures proposed in this thesis to the management of vocational training activities in the unit in order to improve the quality of vocational training for students in the current vocational training centers - Hanoi - enterprises. now.
