(0.97km 2 ) but this is a ward located in the city center, the area with 07 largest markets and commercial centers in the City, with 02 official border gates communicating with Dong Hung town - China. People here live mainly on business and trade.
The least amount of solid waste is Hai Son commune with 1,003 tons/day, Bac Son commune with 1,233 tons/day. These are two communes located far from the city center, people live mainly on agriculture, so the amount of leftover food is used in animal husbandry.
- Collection time: The organization of solid waste collection and transportation is carried out by the Urban Environment and Construction Joint Stock Company 3 times/day:
+ First time: from 4:30 a.m. to 8:30 a.m
+Second time: from 10:00 a.m. to 1:30 p.m. - extra shift
+ Third time: from 5:00 p.m. to 9:00 p.m
Collecting solid waste on routes and streets: Workers push garbage trucks by hand to the right side of the sidewalk, then use brooms or bamboo brooms to sweep waste on the sidewalks, collect garbage into piles, and then use shovels. sing in the car. Job
This is both difficult and dangerous to the lives of workers because vehicles travel frequently (day and night) on the streets, so the work of collecting waste on the streets takes time. The current arrangement above is not really reasonable. The collection process is shown in Figure 3.3 as follows:
Diagram. 3.2 - Process of collecting and transporting domestic solid waste
Mong Cai street
Collecting trash from service businesses, restaurants, hotels, offices, and schools. Workers just need to collect trash in buckets and baskets that have been collected there.
Collecting trash from markets (Mong Cai Center, Market 2, Market 3, Vinh Co Market, Ka Long Market, Hoa Lac Market...) workers clean and collect from 5:00 p.m. - 9:00 p.m.
Collecting household waste at hospitals: workers just need to transport waste to landfills for processing; Morning delivery time is from 5:00 am - 7:00 am, afternoon is from 6:00 pm - 9:00 pm. Medical waste is processed by the hospital using on-site incinerators.
- Collection fee: Fee collection also depends on the collection. Which unit collects the fee, according to the interview results, specifically as follows:
+ Fee collection is undertaken by the Urban Environment and Construction Joint Stock Company
Domestic solid waste collection fee for households in the city is:
10,000 VND/month; Collection fee for business households, schools, and agencies is 50,000 VND/month; Restaurants, hotels 120,000/month, businesses in the area 100,000/month. The process of implementing toll collection from 2007 up to now has basically been seriously implemented by agencies, units, enterprises, businesses and households. However, in Mong Cai city, toll collection has stopped. Does not apply to small business households, while these people litter the most; Toad markets still maintain small retail sales areas on the sidewalk, but still do not collect money, so there is no funding to pay cleaning workers. Besides, the regulations on the revenue level are too low to meet the current needs (for current households 10,000,000 VND) while the cost to serve this work is tens of billions of VND.

+ Collection fee of Hai Yen cooperative: 25,000 VND/household
+ Collection fees of the People's Committees of the remaining communes and wards: from 20,000 VND - 25,000 VND/household Assessment: currently the fee collection work is not synchronized and unified across communes
The ward, depending on the number of residents, proposes a collection price to ensure enough wages and expenses for workers. Partly because the environmental and urban construction joint stock company is currently in charge of many fields such as electricity, roads, trees, collection and treatment, so the number of workers is not enough to meet the collection needs in these communes and wards. .

- The results of the survey questionnaire showed that: 81.25% of the surveyed households agreed with the currently applied fee level; 14.17% of households think that the current fee level is high. The remaining 4.58% of surveyed households think that the current fee level is low.
3) Transportation work: the Urban Environment and Construction Joint Stock Company currently has 06 specialized cars to transport waste from the gathering place to the disposal site. Workers collect trash from organizations, individuals, and households then transport it to the collection site. After being collected at the specified time, the company's specialized cars will transport it to the landfill at km26, Quang Nghia commune.
- Currently there are 34 transit points in the city. These transit points are agreed upon by Mong Cai Urban MT Company, of which 24 transit points in the urban center wards are managed by the environmental company's management teams, the remaining transit points are managed by the environmental company. The environmental sanitation team is managed by the People's Committee of the commune and ward. The points are spread evenly and are based on the area and traffic conditions of the city. In general, these points are not uniform in distance and area. Most households have recommendations about transit points causing bad odors and environmental pollution

According to the results of the investigation, people in Tran Phu ward are complaining about the collection point for household solid waste at market gate 3 (causing bad and unpleasant odors).
(3) Current status of domestic solid waste treatment:
Mong Cai city has 02 landfills that have been closed due to overload:
Hai Hoa area 6 landfill: closed in 2007, with an area of 6 hectares. The current state of this landfill is that it is growing acacia. However, according to the general planning of Mong Cai border gate economic zone, this landfill location is located in the Bac Luan II bridge project (border bridge) that needs to be relocated.
The landfill in area 6, Hai Yen ward, with an area of 1.5 hectares, closed in June 2013. The current state of the landfill is grass reeds and newly planted acacia trees.
The City's daily solid waste is currently collected and processed at a landfill 26km from the City center and has been put into use since June 2013. This landfill was built under the treatment plant project. Solid waste management and landfill at km26, village 5, Quang Nghia commune, Mong Cai city, approved by the People's Committee of Quang Ninh province in Decision No. 1204/QD-UBND dated April 27, 2010 of the People's Committee of Quang Ninh province Ninh "on approving the location to build a solid waste treatment plant in Mong Cai city". The landfill has an area of 2.1 hectares, 1km from Highway 18A, surrounded by hills and trees, far from residential areas.
Results of direct interview with comrade Nguyen Ngoc Thai, team leader of the Urban Environment and Construction Joint Stock Company, directly managing and operating the solid waste treatment process at landfill km26, Quang Nghia commune, The treatment process at the landfill is described as follows:
All of the city's daily solid waste is transported to the landfill with a volume of about 85-95 tons, and is processed by workers at the environmental and construction joint stock company according to the process in the figure. 3.4

Diagram: 3.3 – Waste treatment process at landfill km26
Every day, waste is transported by specialized garbage compactor to the treatment and landfill site, twice a day in the early morning and evening. Here, the waste is sprayed with EM product by machine combined with a DT 75 bulldozer to grade, scrape, and mix so that the waste is evenly absorbed by the EM product. Then the garbage is thoroughly compacted with a DT 75 bulldozer, compacted 8 - 10 times, forming each layer with a thickness of about 60cm and ensuring the minimum density of compaction: 0.52 - 0.8 tons/m 3 . When the garbage has been compacted in layers with a thickness of 1.8 - 2.0m, fill it with soil with the thickness of the covering soil layer: 0.3m - 0.5m, the proportion of covering soil: 10 - 15% of the volume.
landfill waste. Covering soil with clay particles greater than 30%; moist enough for easy compaction; The soil is evenly covered with a layer of waste.
Soil: Taken from the neighboring hill area, with a volume of about 14 tons/day. EM: purchased by Urban Environment and Construction Joint Stock Company in Hanoi.
Powdered lime: Purchased at Mong Cai, used about 10kg/month. Flies, mosquitoes, and mice repellents are purchased at Mong Cai City Preventive Medicine Center.
